The development of transport networks is costly and cannot solve all problems. In this regard, scientifically based planning the complex acquires an important role to improve quality functioning system, such as improving organization traffic in various parts network, optimizing system public routes, creating convenient transfer hubs, etc. To problems, paper considers intelligent systems mathematical modeling demand. central task developing a model determine equilibrium state i.e., problem distribution flows which involves two main stages. first stage, one or several correspondence matrices are evaluated on flow's initial data behavior. second stage consists graph solving finding equilibrium. reduced optimization restrictions imposed depending values elements matrix. search for new methods problems weakly formalized processes caused by presence phenomena, difficult describe classical mathematics due their indeterminacy unreliability, incompleteness, fuzziness information. described objective function constraints. Classical programming its variations largely normative methodology effective choice. Fuzzy highlights natural multiplicity inaccurately defined goals, restrictions, meanings.
